Position Summary

BCIT’s VP Academic Department is seeking a regular, full-time (1.0 FTE) Manager, Academic Planning and Quality Assurance. This role will lead and support strategic institutional initiatives to advance program planning, development and review in order to enhance the state of practice at the Institute; works with sensitive information in a highly integrated environment with internal and external partners, and takes a leadership role across the spectrum of faculty, management and staff.

 

Key Accountabilities:

  • Leads new strategic institutional initiatives that continually advance the Institute’s position as an institution of higher learning. Understands, supports and communicates BCIT policies, procedures, and resources to enable program areas to conduct effective and efficient program development and review. Ensures projects are well planned, completed on time and within resource allocations. Provides direction and leadership in the development of program proposals to work within established frameworks and policies.
  • In conjunction with the Dean, leads and supports the development and implementation of internal and external quality assurance and enhancement processes that ensure academic standards and industry relevance in all programs. Coordinates quality assurance and continual improvement processes for accredited programs including professional degrees. Collaborates with the Dean to assess and make recommendations for approval of all new programs from both educational and operational perspectives.
  • Works with Educational Council and the program champions to ensure quality program proposals receive timely review and approvals. Facilitates interactions between the program areas and service areas such as Education Council, the Learning and Teaching Centre, and Institutional Research Office in conducting program development and review.
  • Works closely with service areas to identify opportunities for continuous improvement and efficiency within the program area interface. Conducts interviews with key internal and external partners, analyzes and evaluates BCIT program areas and models, including apprenticeship, trades and technical studies, and technology programs to understand the nuances, issues, and opportunities as they relate to program development and review.
  • Conducts research and analysis and brings new and innovative perspectives in support of BCIT’s strategic direction. Initiates and leads discussions and resolution of issues involving multiple programs for financial or educational gain, such as sharing of common courses, identifying mandatory liberal studies course/outcomes, and establishing common standards and best practices. Liaises with the Ministry and interprets Ministry guidelines for degree and post undergraduate development.
  • Monitors and reviews academic criteria for all BCIT credentials and accreditation to ensure BCIT compliance; and to identify new accreditation opportunities across the Institute. Identifies the issues, challenges, and possible solutions to ensure all programs have pathways to higher credentials. Interfaces with the corporate sector to ensure the relevance and currency of BCIT’s credentials.
  • Consults Learning and Teaching Centre personnel in the preparation of degree proposals to ensure adherence to standards, quality and provincial requirements. Develops and maintains strong working relationships across the schools and key service departments. Works directly with schools and departments to lead and support the development, and ensure implementation of modified or new processes to validate and review programs. Coordinates all levels of the validation and review processes.
  • Analyzes business forecast and plan submissions and determines viability, cost effectiveness and alignment with the institute’s strategic direction, then collaborates between the VPA office and the school’s business office in the final preparation and presentation to the Board for final approval. Collaborates with service areas to design, develop and maintain systems and procedures to support BCIT programming at the macro level. Advises Schools on program suspension and cancellation procedures.
  • Conducts best practices research and analysis to position the institute as a leader in quality programs and processes, and in support of new strategic directions and policies. Maintains and ensures currency, relevance, and efficiency of all templates and supporting documents on the APQA website. Identifies innovative models and frameworks for applied undergraduate and post-graduate degrees which provide academic integrity within the context of the Institute’s mandate.
  • Participates in major strategic initiatives that advance academic recognition of BCIT in the higher education sector, nationally and internationally. As directed, serves on internal and external bodies including Education Council Programming and Policy(as a resource), School Quality Committee Chair, Communication Department Advisory Committee and other committees as assigned

 

Qualifications & Requirements:

  • Master’s degree, preferably in the field of education, or an equivalent plus a minimum of five years current post-secondary experience.
  • A combination of education and experience may be considered.
  • Solid working knowledge of educational systems including curriculum development at the course and program level; program review such as participation on a school quality committee, Education Council, or accreditation reviews.
  • Excellent working knowledge of academic/educational systems, standards and best practices, nationally and internationally, coupled with an ability to analyse complex information, identify problems and make judgements to adapt ideas to the institute’s mandate and culture.
  • Strong leadership and transition management skills with the ability to make sound decisions with demonstrated ability to think innovatively and diversely.
  • Good organizational skills and a high degree of self-motivation, professionalism, business acumen, political astuteness, and diplomacy.
  • Strong project and time management skills, with demonstrated ability to work under pressure and meet deadlines. Ability to build and work within high performing teams.
  • Proven ability to communicate effectively with internal and external partners, build and sustain relationships and rapport, and the ability to capitalize on opportunity, creativity and innovation to maximize development of new academic products and programs.
  • Sound research and analytical skills with good working knowledge of various pedagogical models.
  • Strong Microsoft Office skills and demonstrated internet research skills.
  • An advanced Trade’s or Technician’s certification and/or knowledge about trades programming and operations considered an asset

Salary Range: $105,653-$145,272, with a control point of $132,066 per annum

Additional Salary Information: The Compensation Range is the span between the minimum and the maximum base salary for a position. The control point of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position. In the normal course, employees will be hired, transferred, or promoted between the minimum and the control point of the salary range for a job, taking internal equity into account. Salaries above the control point may be considered for extenuating circumstances and must be approved by an external governing body.
