Our Client, Black River First Nation, is seeking a candidate to join their team located 36 kilometers north of the community of Powerview/Pinefalls, Manitoba. Reporting to the Financial Portfolio Councillor, the Senior Financial Officer contributes to the overall success of the Black River First Nation by effectively managing all financial functions for the Band and its affiliates and ensuring the integrity of financial management and reporting. The Senior Financial Officer is responsible for providing financial advice, preparing the budget, conducting financial analysis, preparing financial statements and developing a system of accounting to maintain accurate and current records. This position will ensure that the policies and procedures established by Council are carried out and that all financial obligations are met.


  • Maintains a high standard of financial integrity and ethical leadership and assumes responsibility for the accuracy of all financial reports, statements, analysis, payroll systems, credit card system and corporate banking
  • Ensures that the Band meets legal and statutory requirements for all financial information and that financial transactions comply with Bank Policy and Financial Administration Law Standards
  • Collaborates with and supports members of the Council by participating in the development of the Council’s strategies and plans; assisting in identifying new funding opportunities; drafting of program budgets; and determining cost effectiveness of prospective services and programs
  • Leads the effective administration of financial operations and ensures effective processes and systems are in place; ensures adequate cash flow to meet the Band’s needs
  • Develops, implements and monitors policies determined by the Council and provides regular clear concise reports on the impact of these policies
  • Directs the budget planning, development and forecasting for financial planning and monitors financial performance to ensure compliance
  • Presents financial results to the community
  • Ensures that the First Nation’s cash assets are safeguarded and accounted for with a high degree of accuracy
  • Provides direction, mentorship, coaching and leadership to the finance team to achieve the desired outcomes


  • A post-secondary diploma or degree in a related field (business administration or commerce)
  • Minimum of 3 to 5 years’ experience working with or for First Nations organizations
  • Experience with INAC and other federally funded programs, funding agreements, reporting requirements, Canadian Public Sector Accounting Standards (PSAS)
  • Demonstrated expertise in financial planning, analysis and reporting, organization, time management and problem solving skills, short and long term business planning, and operational performance measurements and improvement
  • Ability to communicate effectively with all organizational levels verbally and in writing
  • Demonstrates sound behaviors in judgement, adaptability and effective interpersonal relations and team work
  • Strong organizational skills, detail-oriented with focus on quality and client service
  • Working knowledge of Sage AccPac and awareness of other accounting software
  • Understanding of First Nation culture and community is an asset
